A better issue the rest of this arc, but still not that good. I wish this had been better because the Signal and Orphan are really interesting characters to me, but I don't think the new Outsiders title will do them justice if Hill is the writer. I get that this is Batman Detective Comics, but I'm more interested in The Outsiders. They're an intriguing assortment, and it's a shame to have them sidelined to focus on Bats having to do something alone, as though he's a solitary badass.
